My antivirus has never been set to scan email so that can't be an issue.
I run avg..

What about the inability to register the mshtml.dll?

I forgot to say I have tried a new identity following all of your
instructions and that didn't work either.. I don't get any popup box that
says report this error to Microsoft so I can't even send...

I'm running WindowsXP professional with service pack 2
IE7 and outlook Express 6
I've done all the updates whenever they are offered.

My problem is exactly the same as charmaen's( OE Stops...
