Still can't post Attachments. Someone please Help !

I can get emails with attachments, and send attachments in email.
I get newsgroups with attachments, but can't send one. I get an error message.

This is the same error message whether its Outlook...

This is with Outlook 2000... Why can't I send attachments ????????
I'm with Southbell DSL but they said its mickeysoft not them. So what do I need to change ?

I don't know what I need to change to allow this, but I can't seem to send a post to a newsgroup with an attachment. I get the following error.

Outlook Express could not post your message. ...
