I called the phone company directly and read your statement to them about
the phone company's switching station being able to handle the area code.
They stated this is not correct...

I finally found a way around this. If I
put quotation marks around the phone number (local), then Outlook will leave
it alone, and the call will go through. I hope this helps others!
