You are correct in the ONLY removes the installer files.
but that was your orig issue that outlook 2003 would not remove.
removing the installer files allows you to do a new clean install of outlook...

Use tje cleanup utility mentioned earlier, only select Outlook2003 from the
options. This will remove the installer files for outlook2003, it will not
remove the product.

you can then reinstall...
