Problem solved. I (1) deleted and reselected the Outlook Address Book in
Tools, Account Settings, Address Books, then (2) deleted and reselected the
Contact folder as an email Address Book in...

Let me just add to this that Outlook Address Book service appears to be
properly installed. The address book is selected ahd the contact folder is
marked for use as an email address book....
