Thanks to Amit Kanade, MS Outlook Support, we found the following:-

Turns out this was an issue because of PGP. It occurs if the following three
factors are present:-

1. PGP 9.x is installed

Thanks for your reply.

I have already tried the /cleanviews and /resetnavpane switches with no
change to the problem. I have also successfully connected to the Exchange
server using Outlook...
