Never mind, even though I transferred my psts and other files, I hadn't
setup an email account yet. After I setup the account Rules Wizard appeared
in the Tools drop down.

Hi, I just got a new computer (win xp) and I just moved all my pst's and
stuff from my old computer to my new one. I have all my messages and
folders. However under Tools, there is no rules wizard...
