You have to have your own security certificates installed before you can send
encrypted emails. Outlook Help has the procedure.

Brian,

You must not have stored the public key of that recipient that you are
sending email to. In Outlook Help look up "Add a recipient's certificate to
your contact list"

I have been trying to tackle the exact same question. It would be nice if
custom settings could be applied for each person in our contact list so that
sending an email to "Fred Bloggs"...
