When you reply to an item that attachment isn't included. So of course
that line wouldn't be there. Attach the attachment to your reply, although
the original sender already has that attachment and doesn't need it
increasing the size of the email reply.

In OL2003, when an email is printed that contains an attachment, under
the "Subject:" line at the top of the email is printed "Attachments:

When I do a reply to that same message, the "Subject:" line is included
in the original text portion of the initial email under the new email,

Well, if you need it you can either attach what you want to the reply
manually or using code, or if the file attachment is in a location available
to the recipient you can include a file link to that file.
