Default Email contact (recipient) prompts change

Hi,

I have a kind of a different issue regarding the contact prompt when
entering an email address in the new message window. As you know Outlook will
offer a list of email contacts (auto complete) when typing an email address
so that you can select an email address from a list. For the most part this
list will be consistent with contacts and other email addresses that have
been used at one time or another. However sometimes this list becomes
distorted and may not portray the contacts properly. This is apparent with
the first and last contact name not mapping to proper the recipient address.
I am sure most of us have noticed that sometimes when typing in a couple
characters the list is not displayed as expected. I have a add-in that must
take the email (recipient) address and look up the contact and log something
in the contacts notes field. The problem that I am having is that sometimes
we cannot get all of the proper contacts displayed in the prompt thus a
proper entry will never be displayed. For example if we have two emails for
the same person like.

and

So the prompt my looks like

Tom

But only one email is officially in the contacts folder. Then intermittently
the contact name is mapped to the wrong email recipient. This happens once in
a while but does happen enough so that it becomes unstable or unreliable.
This project requires that the proper contact item is utilized.

So my questions are as follow:
1. Is there any way to make this list appear properly every time?
2. Is there any way to force this list to be regenerated?
3. Is there any way to present a list other than the one that is presented?

Thank you for your response.

The list is an .NK2 file that's stored in the file system. You can delete it
and there are at least one utility to supposedly edit the file, but the
format is undocumented. That's the only way the list is used. If you delete
the file nothing would show up as a suggestion.
