Default Outlook Rules Wizard

It seems the outlook rules wizard is not installed on a user's PC. When you
click on the rules wizard this pops up " the command is not available. See
the program documentation about how to use this extension" I can't find how
to reinstall it. Does anyone know how this is reinstalled?
