Default Public Folder Permission

I receive the following error when trying to add an appointment to a Public
Calendar.

You don't have permission to create an entry in this folder. Right-click
the folder, and then click Properties to check your permissions for the
folder. See the folder owner or your administrator to change your
permissions.

We use Exchange 2003 Enterprise Edition with Outlook 2000 and 2003. I have
been assigned Owner rights to the folder. Any ideas as to why I get the
permission error?
