Default block calendar view to other users?

We want to be able to block others in the company from viewing a calendar so
that they are unable to schedule meetings for a particular individual.

I did go into Tools, Options, Calendar Options, Free/Busy Options, made
change to # of months to publish (changed it to 0), but it still looks like
the individual's calendar is available for meetings. We want it to show hash
marks so the calendar is unavailable. Can this be done?

Hash marks have nothing to do with availability. You can still schedule
meetings.

The only method for doing this would be to have a 24 hour recurring event
marked as busy for this individual.
