Default Change attendees in appointments

When I add/remove attendees in appointments I should get a popup window wich
lets me choose between "send this information to all attendees or only to the
added/removed attendees". I miss this Popup Window and all attendees are
informed. Outlook 2003 SP 1 with Exchange 2003. Thanks for your help!
