Default how to send a meeting notice without it showing time of midnight

I would like to send a meeting notice to group indicating the "last to pay a
fee", but do not want a timeframe involved because it is only a meeting
notice to inform. And I would like the notice to populate in their calendar,
in otherwise give them a choice to accept it.
