Default Appointments Disappearing

I have loaded Outlook 2007 Beta 2 and have hit a snag. When I send an invite
to a meeting, the meeting disappears, no-one gets the invite and I get the
message below:

contact your network administrator. You do not have sufficient permission to

I have uninstalled Outlook 2003, unistalled Outlook 2007, reinstalled
Outlook 2007, tried renaming the OST, Mapi32, and EMS*32.dll files and
repaired the installation but the same issue appears. I have also tried the
Office Diagnostics.

I can create appointments in the web version on Outlook and they appear and
hold in Outlook 2007.

We use Exchange 2003.

Help please.
