Default Setting everyone's appointments to private as default

My company would like to make default all appointments made in calendar for a
meeting to private. Is this impossible? If it is then can we do it through a
policy in active directory or from the exchange server? I have not come
across any information about in exchange or outlook. We are running Exchange
2003 Enterprise and Outlook 2003 clients.

Default Setting everyone's appointments to private as default

you'd have to do it with a custom form - it's not something you can control
with policies or the ad.
