Default Problem with creating appointments

I have an Exchange 2003 server and all users working with MS Outlook 2003.
I have a problem with two users only, when they wont to make an appointment
and invite Attendees. Problems starts when they press "Save and Close"
button, this appointment for the moment appearing and then disappearing from
the Calendar, off course invited attendees don’t received appointment.

Please help me to resolve this situation.
