Default How to restrict overlapping appointments

Hi all,
when booking resources it is easy to restrict overlapping appointments by
tagging a settings checkbox for the receival of meeting requests, but what if
I want to restrict this generally?
The problem is that some stupid users do not use the meeting planner for
booking resources, but edit the resource calendars directly, often causing
double- and triple appointments.
