How do I add default locations to the location drop down when scheduling
meetings?

Outlook provides no way to do that.

Default Meeting locations

It will be populated automatically as users enter locations or choose resources to invite. Outlook maintains a list for each user in the registry, in binary format that makes it impossible to populate it yourself.
