Default Appt default distribution

Today, one of my client users received an Outlook appointment from her
brother (outside the organization). The appointment message was distributed
to the recipient and apparently everyone else in the organization. It also
went to other people outside the organization (such as me). In essense it
seems that it may have gone to everyone in her Contacts.

I find it hard to believe that this is normal. With some testing I found
that it does not seem to do it if the appt is marked private.

Is there a way (at the Exchange server) to make it so this does not happen.
I thought it was perhaps new behavior since I recently upgraded them to SBS
2K3 and Outlook 2K3. But I was told it happened on the old system also so
they had just decided not to use the ability to invite attendees.

I have not checked to see if this behavior is only for certain users or for
all users. Any suggestions will be greatly appreciated.
