Default All day events should not be affected by time zone changes

I want my ALL DAY events to exist during the DAY I scheduled them. If I
travel to a different time zone, I STILL want that event to be all of one day
(all day Monday), not part of two days (Monday, plus 3 hours on Tuesday). I
can't change time zones on my laptop because I hate staring at improperly
spanned events. (The methods listed on the website to deal with this are not
satisfactory)
