Default Why do users show "no information" when planning a meeting in outl

When planning a meeting in Outlook several users free/busy schedule shows "no
information". Im not sure if there is a setting somewhere that needs to be
changed.

A little clarification:

- Does a busy marking show as No Information
- Does the calendar show nothing
- Does the calendar show candy stripes
