Default Propose new time doesn't show in outlook

When you use the Propose new meeting time feature in Outlook 2002 (SP 3), the
proposal will not show the Current or Proposed times.

I searched the web and noticed that Microsoft is providing a hotfix for this
issue and there was a link to contact Microsfot. Please provide the answer by
sending the hotfix file or a detailed description on how to fix this issue.
