Default DST 2007 - Daylight Savings Patch "officexp-KB933588-ENU.exe"

I am having difficulty finding any information on the necessity of the patch
officexp-KB933588-ENU.exe. I am subscribed to the "Daylight Saving Time
Extended Hotfix Support Program" and noted that Microsoft issues a patch
(officexp-KB933588-ENU.exe) on 3/2/2007 for Office XP. The patch is
apparently a CDO hotfix for Outlook to address DST2007 changes.

To this point it was my understanding thta Exchange and Windows OS were all
that was needed. Can anyone provide additional detail on this patch and the
necessirty of its installation prior DST?

Thanks.

Default DST 2007 - Daylight Savings Patch "officexp-KB933588-ENU.exe"

Outlook would change some all-day events to events spanning from 1 AM one day
to 1 AM the next day due to the change in the date that DST starts this year.
The patch fixes that issue, from what I understand.
