Default missing red underlines in To

I cannot get red underlines to appear on my Outlook when creating a new email
request. Actually someone else I know is having the same problem. They are on
Windows 2000 / Outlook 2003 and I am on Windows XP / Outlook 2003. Everyone
else seems to have the red underlines appear when they create a meeting
request and they enter a part of a name that matches multiple people in their
address book. If I hit Ctrl+K or click Check Names, I do get the Check Names
dialog box. I tried a new profile and turned off Cached Exchange mode, but
had the same problem. Anything I am missing?
