Default Accept/deny meeting requests send to external mailaddress

Hi,

When I send a meeting request to people with an external mailaddress
some can accept/deny the request others have this functionality not
available.

Is this something that you can configure in outlook or on the
mailserver. Can anyone help me how this should be done?
