Default how do i make meetings appear tenatively in other's calendars?

When i arrange meetings with other people in the office some peoples calendar
add's the meeting in tenatively while in others the meeting doesnt appear at
all. Is it possible to change a setting or something so that meetings will
automatically go into all invitees calendars automatically? If so, how do i
do this?

The recipient controls how meetings appear and is beyond the control of the
sender. You can try setting your meetings to go out as Tentative, but, for
example, if the recipient uses the option to accept all meetings, it may not
be tentative for those users.

Even if you did, the users have the option to change it back.
