Default Automatic e-mail replies

How can you either
a) Have outlook send an e-mail at a later time AND have it be recurring (set
an e-mail to send to jane doe next month on the 7th and then every 7th of the
month after that) OR
b) Have an event/appointment send a reminder e-mail to the attendees a few
days before the event
I've seen some similar posts and people offering links to outlook add-ons.
Is there a way to do this simply through outlook or with a free add-on
instead of having to buy something? The context this is in is we want to
setup a system that sends e-mails to employee's supervisors 7 days before the
employees performance evaluations are due reminding them to complete the
task. These performance are done twice yearly (6 months apart) so we want to
set it to not just send the e-mail 7 days before once (easy to do through
outlook), but have it recurr to shoot out the same e-mail 6 months later.
Any thoughts on a solution would be appreciated.
