Default how do I update holidays in Outlook calendar for 2008-2012

I downloaded a file from microsoft.com that supposedly updated holidays
through 2012. It installed successfully, and said it was being applied. I
then rebooted. Still no holidays past 2007. My software is Office Student and
Teacher Edition 2003.
Thanks
