Default Help with delegates in Outlook 2003?

I am trying to set up delegates in Outlook 03, but when I go to
ToolsOptionsDelegates, all of the choices are greyed out. Any suggestions?

In addition to Judy's question, is the default delivery location the Exchange mailbox or personal folders?

I'm resonably sure we are on an exchange network because I can sign into the
other outlook account through the internet exchange. As for the default
delivery location, how do I check that?
