Default Using internet calendars with Alarms

How can I create an internet calendar which allows for showing Alarms also in
the clients subscribed to it.

As an example I created an ICS file.
I have tried in the ICS file the next inside my event tag:
BEGIN:VALARM
TRIGGER:-PT15M
ACTIONISPLAY
DESCRIPTION:Reminder
END:VALARM

however using this does not help.

Any idea how to allow Outlook 2007 to use this special tags?
