usually when something doesn't stick its because outlook didn't close
cleanly as several things aren't saved until outlook closes (including the nav pane and nickname cache). I use Move Up and Move Down in list to position them from left to right, but when I close and open OL 2007, the calendars move back to ther oringinal positions.
