Default How do I make it so the recurrance isn't permanently on?

In my Outlook, it seems as if the default is for the recurrance to always be
on, which is quite annoying when I am trying to schedule a single event....

I'm running outlook 2007 on a new XP dell. I'm wondering if this is the
norm, or if I have a boched version of outlook and what I can do to fix it.

it's the Dell. they install an addin that causes it.
