Default reminder pop up

My reminder pop up works, but it only appears on the desktop and task bar.
How do I get it to appear on the active screen (in other words, "always on
top"). Many thanks.

I know that it worked at my old job - and it has to work - otherwise, what is
the point of a pop - up? It has to appear over all programs. Any solutions?
