I am trying to get my outlook calendar to "pop up" when I turn on my

Yes. You need to do two things. The first is to set Outlook to open the
calendar when it starts on ToolsOptionsOtherAdvanced Options. Adjust the
"Startup in this folder" setting to be your calendar.

The second thing you need to do is to put a shortcut to Outlook in your
Startup program group.
