Default Message Tracking

I have a User that sends out meeting requests and want when she goies into
the Trackign tab it shows no updates for anyone. If she then goes out and
open the email responses not once but twice then the tracking information
shows up. She is on a Laptop and is running Cache mode. I know if you do not
open the response then it will not show the tracking information. But what is
wierd is that she has to open the response twice before it works. I am
wondering if it has anything to do with the Cache mode and if she hit send
receive after opening it for the first time if this make any difference.

Exchange 2003 SP2
FE and BE servers
Outlook 2003 SP2
Cache mode

Under Tools | Options | E-mail Options | Tracking Options does she have
"Process Responses and Receipts on Arrival" (or something like that)
checked?
