Outlook calendar proposals
Does Outlook have the ability to set a "rule" or "preference" which would
automatically send a copy of meeting proposals to a second person? (i.e., meeting proposals sent to a manager will also be copied to his assistant's calendar)

No, but the manager can set the delegates tab on the calendar properties to
