Click ToolsOptionsCalendar Options and set the starting and ending times of
your workday.

Tools, options, calendar options - set your day to begin at 6 if you always
want to insure outlook shows you 6 am on regardless of the time scale used.

What shows in the day or week view is dependant on the time scale you choose
and the size of your window - outlook starts with the workday start (9AM
for you currently) but if you use the hourly scale, it will show non-working
hours as space permits. (I use 1 hour scale and see all day, 30 min scale
shows me 8 am - 7 pm)
