Default Public Folders List

I am wondering if it is possible to have a calendar in an exchange public
folder be able to read/write under a users "my calendar" in a side by side
arrangement. Currently I am having to open a folders list in Outlook, go
through several layers in a tree structure to find this calendar. Is there
any permissions to be able to control what is put in this public folder from
a specific users account that has admin rights to the public folder? Thanks
for any information.
