Default Is there any way to make a true "group" calendar?

Just wondering, I'm trying to make a calendar for my office, but in Outlook,
all I can do is make a personal calendar and share it with everyone. I can
give everyone full permissions, but no one is able to share it with other
people except me.

Is there any way to give people other than myself permission to invite
people into a calendar I originally shared?

Are you using Exchange server? How are you sharing the calendar?

if using Exchange: If you give everyone full permission (Default user
permission of Editor or better), the calendar doesn't need "shared" - anyone
can use File, Open, other users folder and type in your name and access the
calendar.
