How would you suggest this would happen if the other users do not import the
Excel information?

I believe that I was unclear - perhaps this will help
in outlook - I can schedule a meeting and invite others and they will
receive the notification both at the time the meeting is created, and (if
indicated) a reminder before the actual event - I am looking to be able to do
the same via the excel import - to include other peoples names in the
required attendees in excel, and after the import for this meeting to be
included on the calendars of both the importer as well as the requested
attendees

Not possible natively in Outlook but you could probably try to code such a
solution - try posting in an Outlook programming group or have a look around
http://www.outlookcode.com for some pre-existing samples that approximate
what you want to do.

However, to get items into another user's calendar, there needs to be some
type of appointment item that touches that users calendar to get it to
update. What you are suggesting does not include this necessary step -
something that will "touch" the other users calendars to cause it to
update - you are essentially asking for a remote update without any
notification to the user, right?

I think you have a long road ahead of you. I would think of a different
solution to what you are trying to accomplish.
