Default tracking days off

what is the best way in out look to manages a teams days off in outlook.
we are having issues with our management scheduling time off at the same time.
what do people use to keep schedules from overlaping and finding out at the
last minute that no one is here to run the place also is there a way to time
stamp to see who got thier request off first?
