Default OE can receive but not send mail@LIVE.com (with post)

Working Windows XP SP2 from hotel wireless for 3 months.
Outlook is/has been working (work.com & Hotmail) at same system settings,
but,
OutlookExpress Receives mail from LIVE.com but will not 'Send,' producing
message:
"The connection to the server has failed. Account: 'pop3.live.com', Server:
'smtp.live.com', Protocol: SMTP, Port: 25, Secure(SSL): Yes, Socket Error:
10060, Error Number: 0x800CCC0E".
Outgoing (SMTP)="smtp.live.com", port 25.

Read many posts for others' POP3s as well as many support.microsoft.coms,
including http://support.microsoft.com:80/kb/813514.
Virus scanning is 'Off' for Outbound mail.
All updates current except latest Outlook Junkmail filter
(office2003-KB962870-FullFile-ENU) to avert shared foul-ups pending
OutlookExpress fix.

Gotta be Socket Error, right? But What and Why (and How to fix)? IE, Outlook
& Error Reporting I/O just fine.

Try changing the Outgoing (SMTP) Port to 587, especially when traveling; cf.

Now, to gild the lilly:
How in the world can a (non-IT) user parse a self-search that will include
these back-pages of the very sites he sought 'Help' from to set the original
SMTP?

First, it helps to know that all online support for free Hotmail accounts
now is he http://windowslivehelp.com/?lc=1033

If you type OUTLOOK EXPRESS in the big ol' search box at the top and press
GO, the first result is

(which also suggests using Outgoing Port 587). wink

Argh...Stop it! That is NOT the page I was redirected to from either Help or
Support links on the mail page (http://home.live.com/ et al) & reinforced at
http://www.microsoft.com/windows/ie/...ailserver.mspx.
Promise.
BUT, it is the one I've bookmarked & WILL use in the future.
I can only imagine the layers involved but, you might suggest streamlining
this search-link process from the mail users' site (It's gotta be better for
you & yours, PABear; you guys have to read a lot of gerbil splatter).

"Socket Error: 10060" is usually an indication that your provider is
blocking outbound port 25 access. For many email providers, not just Windows
Live, alternate access is provided using either port 587 (per RFC 4409), or
port 465, a /de facto/ secure SMTP port. You could try the alternate ports,
or just go to your provider's Web Help pages and search there.
