Anything scanning your email, such as an Antivirus or Antispam program?
Disable those options and see if the problem is fixed. Mouse problems may be related to an ISP installing a program called MotiveSmart Bridge. Look in Control Panel, Add/Remove Programs and see if it's installed. If it is, uninstall it and reboot the computer. Its only purpose is to help your ISP diagnose connection problems and it been known to cause problems while using a mouse.
