I don't want outlook to be my default and it won't let me change it back!

Change it back to what? From Outlook to Outlook Express, or vice-versa? Or
another program altogether?

Make OE the default e-mail client:

To change back, you have to tell the program that you want to be the
default to make itself the default.

Assuming that you want Outlook Express to be the default, see:
