Default how to reinstall

Is there a way to reinstall IE6/OE6 without having to do a system recovery?
My friend has had to switch to another email program because the links
embedded in OE6 do not work. I know all the fixes, sfc /scannow and other
attempts.

Unlike Windows ME, 98 etc., there is no way to Add/Remove IE or OE. Have I
uncovered every rock? Am I missing something that allows someone who has a
250gbs HD filled with programs that simply wants to reinstall IE and OE
without going through the hassle of a recovery?

You can do it this way, but there are a few reasons why links do not work in
OE. If you want to explore them, post back. Include the OS and OE version.
In OE | Help | About | msoe.dll is what we need.

Although written for WinXP, it works for all Windows operating systems 98 or
newer.

If you are using WinXP/SP2, and it was not already on your computer from the
factory, you will have to remove SP2 first.

Most OE problem are due to message store corruption and reinstallation does
not help.
