Call your ISP's tech support.

Are you getting any error message when you try to download mail?

If it seems to go through the process, but nothing gets downloaded, then
perhaps there is no mail to be downloaded. Try sending an e-mail to
yourself. If it's the e-mail address that you posted in the newsgroup,
you may expect shortly that there will be dozens or hundreds of spam
messages since you've now given your e-mail address out to the spammers
of the world.

If you do get an error message when you try to download mail, then you
likely have not properly defined the mail account to Outlook Express.
The full text of the error message could help us identify the error.

You'll need to contact your ISP to get the correct settings.
