You said: "I cannot use OUTLOOK EXPRESS as it has been blocked by the
network administrator."

So, just out of curiosity, why would you ask: "Is there any way i can still
use OE and download mails."? Especially after you told us it has been
blocked.

I had the same problem at work. One day the IT systems administrator
blocked the SMTP access. A week or so later he cleared all the copies
of OE out of the machines in all the offices. He told me it was a
security measure.

So now I've just got to using web based access for my personal e-mail
while at the office. It's probably your only solution.
Most e-mail accounts can also be accessed by some web based method.

Another solution would be to set up a dial-up access to another
provider and only use it for downloading your emails into your OE.

Use www.hotmail.com to access the account while you're at the hostel, unless
you want to get evicted.
