Default Need to save e-mail to XP desktop to send out same one many times

In Win98 I was able to save an e-mail to the desktop, open it & send it out
many different times. Kind of like using it as a form letter. I would just
enter the address & send. I can't do this with XP. I can save it to the
desktop but when I open it to enter the address or edit it I can only read
it not edit it in any way. Any ideas why???
